Background

The Government of Belize and Belize Water Services Limited (BWSL), with the support of the Inter-American Development Bank (IADB, the "Bank") and the Global Environment Facility (GEF) have entered into agreement for a program to support economic development and improve the quality of life of the residents in the Placencia Peninsula through environmental improvements. Specifically, the Project seeks to increase access to wastewater treatment through the development of a new sewerage collection and treatment system in the Placencia Peninsula. The design and construction of a wastewater system in Placencia will be achieved through three related agreements signed between the Bank, BWSL, and Belize:
1. Integrated Water and Sanitation Programme for the Placencia Peninsula, Loan Contract 2486/OC-BL (BL-L1015) for US$5,000,000,
2. Establishment of a Revolving Fund for Financing Water Projects in Belize, Grant Agreement GRT/FM-12724 -RG (RG-X1011) for US$5,512,500, and the
3. Detailed Design of a Wastewater System in Placencia, a Non-Reimbursable Technical Cooperation Agreement ATN/OC-12456-BL, (BL-T1048) for US$500,000.
While each agreement has several project components, the project resources will be used to procure technical assistance to prepare the detailed design of the wastewater collection and treatment system based on recommendations of a feasibility study of design options undertaken by the United States Trade and Development Agency (USTDA), provide for customer surveys and a public awareness campaign, purchase of equipment and materials and construction of a sewerage collection and treatment and disposal system, monitoring and evaluation, and institutional strengthening. At the end of the program, loan repayments into the revolving fund will be used to support the development of other coastal water systems in Belize.

The BWSL is the Executing Agency for the Project, through a Project Management Unit (PMU) headed by a Project Manager, supported by a Technical Specialist, two technical specialists, and an administrative assistant. Financial management support will be provided by BWSL.
Consultancy Objective

The objective of this consultancy is to provide technical services for the PMU and monitor the design and construction of a wastewater system in Placencia.
Characteristics of the Consultancy
Starting Date and Duration: The Technical Specialist (TS) shall be employed on an annual basis, and the services are expected to be required for the duration of the program, starting on the date of contract signing. Contract renewal will be based on performance appraisal.

Duties: The TS will be responsible for providing civil engineering services to the Project. The TS shall assist the PMU with onsite inspection of the works and field documents. He or she will be required to do field visits of all works and activities to verify that the level of effort performed corresponds to that of the effort contracted.

He/She will attend and participate in all procurement training exercise and workshops which are made available during his or her contract period.
Reporting Arrangements: The TS will report directly to the Engineer/Procurement Specialist (E/PS) of the PMU and shall work closely with the E/PS and BWSL staff on all technical matters for successful execution of the Project.
Place of Work: The duty station of the TS is the Placencia Peninsula. S/He will work from the BWSL office space assigned by the contractors in Placencia. Field trips are expected to take place to Belize City during the life of the Project.

 

The specific duties of the TS are as follows:
1. Assist the E/PS with systematic on-site monitoring of contract works in respect to all activities carried under the Integrated Water and Sanitation Programme for the Placencia Peninsula and provide advice regarding consultants' and contractors' compliance with accepted technical norms, procurement procedures and implementation deadlines for works and goods.

2. Assist the E/PS with assessment of civil engineering works prepared and submitted by the contractors and the consultants, including occasional verification of certified works and quality control results as reported to the PMU during the course of construction activities.

3. Assist the E/PS in reviewing and evaluation of bidding documents.

4. Assist the E/PS in monitoring the procurement of goods under all components of the program; this review shall include the procurement procedures used, the compliance of the goods with specifications and certification of their receipt at intended delivery points.

5. Attend all project and site meetings, as may be required by the E/PS during the course of the Project.

Engineering Services
The TS shall provide the following services:

1. Assist the E/PS with reviewing the design and bidding documents prepared by the consultants and submit recommendations and comments to the E/PS.
2. Assist the E/PS in with the procurement and evaluation processes for consultant(s) and contractor(s) for the Project.
3. Assist the E/PS in the procurement of goods using the procedures set out in the loan contract.
4. Assist the E/PS with reviewing the consultants and contractor's work schedule or revisions thereto in respect of works;
5. Assess the adequacy of certificates and claims provided by the consultant or the contractor and their method of work in relation to the required rates of progress;
6. Take appropriate action with a view to expedite progress.
7. Assist the E/PS with systematic inspection and evaluation all consultants' and or the contractors' installations, office, camps and warehouses and other accommodations to ensure compliance with the terms and conditions of contract documents.
8. Examine and make recommendations on all claims certificates from consultants for time extensions, extra compensation, work or expenses or other similar matters and recommend the issue of Variation Orders as necessary.
9. Advise the E/PS with regards to any matter which may be the subject of arbitration, inquiry or litigation and, if necessary, assist the PMU before any court or in any arbitration or at any inquiry dealing with any matter arising from or in connection with the execution of the works.
10. Propose and present for approval any changes in the works and services deemed necessary for the completion of the project including information on the effect of changes on the contract amount and the time of completion of the project.
11. Inform the consultant and the E/PS of problems or potential problems, which may arise in connection with any contract and make recommendations for possible solutions.
12. Attend all site meetings duly called by the consultants;
13. Recommend to the E/PS the convening of a special meeting, if deemed necessary, regarding the progress of the project.
14. Prepare and maintain inspection and engineering reports and records to adequately document the progress and performance of the consultants and contractors.
15. Review all consultants' working drawings, shop drawings, erection drawings, and drawings for temporary works and act as appropriate thereon.
16. Review all suppliers' invoices, shipment records and delivery schedules.
17. Assist the E/PS to obtain the required government sign-off and approval to facilitate the smooth clearing of goods through customs.
18. Liaise with the shipping agencies and the contractors for the safe delivery and storage of all goods on a secured site controlled by the contractor.
19. Inspect the safety and environmental protection aspects (as defined in Belizean Laws and the EPC) of construction works and methods to ensure that every reasonable measure has been taken to protect life, environment and property and ensure that traffic circulation and proper detours are provided by the contractor at all times.
20. Report to the E/PS and the consultants and contractors on any potential hazards.
21. Perform any and all other items of works not specifically mentioned above, but which are necessary and essential to successfully supervise and control the construction activities in accordance with the plans, specifications and terms of contract.
22. Submit to the E/PS monthly reports summarizing the consulting services and construction activities, which are due within ten (10) days after the end of each month. The June report shall be a semiannual report inclusive of the previous six months, and the December report shall be an annual report.
23. Submit a final report summarizing the consulting services and construction activities, total works completed or contract changes, claims or disputes or any other substantive matters having an effect on the amount, cost and progress of the work.

Requirements:Qualifications: The TS should have a Bachelor of Science degree in civil engineering or a related engineering field. Two years experience will be an asset.
He/She must be self-motivated and be a team player who can think analytically, is organized, has initiative, is goal-directed, and takes pride in his/her work. An excellent command of both spoken and written English is essential. The TS must have excellent computer skills in Microsoft Office, including Microsoft Project, Word, and Excel, and be proficient in the use of engineering design computer applications.
